Bottle caps on or off at an RVM? Write the instruction for your scheme

Answer the bottle-cap question using the actual return programme, then test the selected packaging and make participant instructions consistent.

Bottle and can samples for return planning

For Ireland’s Re-turn scheme, the published consumer guide says bottles may be returned with or without the cap and prefers returning the cap for recycling. Other programmes need their own confirmed instruction. A rule about caps does not establish that a particular bottle or equipment configuration is approved.

Separate the cap question from acceptance

Check the container’s programme eligibility, required condition and the approved equipment scope before writing a sign. A bottle without a cap may still be ineligible. A bottle with a cap is not proof that liquid has been emptied. Keep those checks separate so that staff do not diagnose every rejection as a cap problem.

For a new project, ask the programme owner for the relevant instruction and ask the equipment supplier to validate representative physical samples. Do not detach a tethered cap merely because an older sign shows an uncapped bottle.

Record sample identifiers and actual results. The worksheet is a proposed qualification method, not a statement that all four conditions are accepted. Follow the manufacturer’s test procedure and keep staff outside moving parts.

Use one instruction across the journey

Align the on-screen message, physical sign and staff explanation. If the scheme permits both cap conditions, avoid a sign that tells every participant to remove caps. If a project has a narrower approved scope, explain that scope clearly rather than implying the national rule changed.

Check the instruction with a first-time visitor using an approved sample. Observe whether they empty the bottle, preserve its required condition and understand what to do after a refusal. A successful task is more useful than asking whether the sign looks clear.

Does keeping the cap guarantee a successful return? No. Eligibility, condition and the selected intake still need to match.

What should staff do if the sign contradicts the programme? Escalate the mismatch to the programme owner and update the controlled instruction; do not silently improvise a different rule.
